Spirograph Jr. is the classic idea scaled up for preschool fingers. The gears are big enough to grip with a whole fist, the gear frame is built into the desk so nothing needs holding down, and the markers wash out of the things markers usually end up on.

Is Spirograph Jr. really manageable at three?
The gears sit inside a fixed frame on the desk, so a three-year-old only has to push the marker round. Expect wobbly first laps and a very proud artist.
